Doesn't it seem like this bridge is just a blank canvas waiting to be beautified by its community?   This bridge links the two halves of the Lents neighborhood which was unceremoniously bisected by the construction of I-205 freeway in the early eighties.   The bridge bustles with schoolchildren in the mornings and afternoons (Lent School is at the bottom of the eastside access stairs) and provides access the Lents Park and downtown on the west side.  The plan is to make something of this purely functional piece of urban architecture.
